Abuse and negligence occurring at the DeSoto County, FL Animal Control.
The ACO, Jennifer Foster, has been accused of multiple violations of
county code and state law and it appears that county officials are protecting her and ignoring the signed affadavits of former employees and rescuers and pictures supporting the accusations. The allegations against Ms. Foster include:
- Leaving a dog caged in an animal control truck overnight and for
an entire summer day without water or food
- Kicking a kennel with a poodle in it and screaming at the dog "you
don't f**king bark at me…I can't wait to kill you." She then
proceeded to kill the dog. Kicking cages and screaming at animals
occurred on multiple occasions.
- Keeping animals in cages and not allowing any exercise. Two
specific dogs were kept in cages for months without ever leaving or
being allowed physical human contact.
- Keeping several animals outside in the sun without cover or
shade. Many animals suffered heat attacks. This lack of adequate
cover or shade is a violation of county ordinance.
- Not properly sedating animals prior to euthanasia. Animals were
often re-sedated inhumanely; many attest to seeing Ms. Foster using
her foot to hold down an animal and then injecting them with
FatalPlus through the heart or belly instead of a vein. Animals
often would wake up at the dump and need to be brought back to
animal control. Additionally, animals were often left alone during
euthanasia (also a violation of county code).
- Euthanizing animals out of anger, even animals that were claimed
by rescue or even by owners, and then instructing employees to lie
about what had happened.
- Allowing friends to use veterinary services with the resulting
costs being shouldered by the county.
- Overcharging adoption fees; it appears that the money resulting
from the additional charges is unaccounted for.
- Not reporting cash donations; these were used at Ms. Foster's
discretion.
- Repeatedly turning away assistance from rescues, including tarps,
food, cages, and other essentials. When items were accepted, they
often could not be accounted for on subsequent visits by the donator.
We need your help to put a stop to this immediately. Please contact
District Attorney Howard Holtzendorf, State Attorney Earl Moreland,
Sheriff Vernon Keen, and Sheriff's Lt. Curt Mays and ask why a
thorough investigation is not being undertaken. In an article
published by the Sun Herald it states that an investigation is
underway, but those who submitted signed affidavits have yet to be
contacted. County officials have had the above information for
nearly a month and it appears they are trying to sweep this under
the carpet. WE CANNOT ALLOW THIS WOMAN TO CONTINUE SERVING AS ACO;
she clearly does not care for the animals and has been extremely
negligent in her duties. When you speak to the officials in charge
of the investigation, let them know that you have seen the photos
supporting inadequate care of these animals (visit

Jennifer Foster should be suspended from her position while an
investigation is undertaken. Politely let them know that members of
the animal welfare community are watching their actions and that we
expect a thorough and open investigation to take place immediately
based on the evidence already provided. Ask why those who submitted
affidavits have not been interviewed and why county codes are not
being enforced. It is unlikely that you will be well-received but
please be courteous and remember why you are calling - for the

Publicly funded Kern County Animal Shelter in California is a labyrinth of nightmarish proportions
Francis...JUST a dog. His little body sold for cash, then abandoned by the apathetic purchaser of his soul. Damned to a slow painful death alone on a slab of concrete. An angel finally came and tried to save him, but all that was left was to ease his pain and let him pass from this life with dignity, as someone who loved him shed tears of regret and frustration for him. Francis came to the Bakersfield CA shelter, and languished for ten days with no veterinary care. He was unable or unwilling to eat and ultimately died of the starvation he suffered while in the care of a public shelter funded by tax dollars. He was thirty pounds underweight by the time he was pulled from the shelter and taken to a vet by a rescue volunteer.
How on earth in the year 2005, in the United States, in California- the land of milk, honey, fame and money did this cruel tragedy happen?
If there is no mercy in this life for a little brown dog, how do we propose to care for one another? A dog is much easier to love than a person, it is much more simple. How can we believe ourselves safe if we cannot or will not meet the basic needs of this animal? Until the least among us had dignity...

Francis' starved organs could not regenerate even under the care of a vet
Francis hung on for as long as he could. He could not recover.
Francis died of a disease called human apathy. There is no vaccine for this deadly disease. There is a cure however: responsibility and commitment.
That this happened at all is an atrocity. That it happened while in the 'care of qualified professionals' is absolutely criminal.

Morgan County, Georgia
Ineptitude, Lack of Concern Cited as Problem at Georgia Shelter
Curtis Lowe animal control officer of the Morgan County GA animal shelter has stated " adopting animals are not high on priority list, in fact they come at the bottom of the list'
I ask to speak to a commissioner and was put on the phone with Mr.Lowe. I was given the impression he was one of the commissioners, later finding out he was and animal control officer. An animal control officer should never field calls at a commissioners office. I was shocked at the condescending attitude and abrasiveness and was surprised a commissioner would speak in the manner Mr.Lowe spoke about the gas chamber and the animals. He was uncaring and short on the phone while I discussed humane treatment of animals and the mass killing at this shelter.
This would incite public outrage if the citizens of GA knew that killing animals was not only common place but expected at this shelter. Shelters that house animals should always look at an alternative to killing. These domestic animals are not disposable,yet this is exactly how they are treated in Morgan County.
I spoke to Mr. Lowe about sending someone to train to inject animals instead of gassing, all the while thinking I am on the phone with a county commission. I was told this was not an option. Gas chambers are acceptable by the AVMA but injection is preferred with all animal protection organizations.
It is stated 100 animals come in and only around 20 are adopted out monthly. This is an excessively high kill rate. Mr Lowe stated they turn many rescue groups away. I find this unacceptable and believe the public should be made aware of the mass killings in this shelter and un professionalism at the Morgon County GA. commissioners office.
